You need to add "V"-shaped piece of fabric in the skirt. It really depends on how the whole dress, but if all you need to do to make the skirt "Poofy" can be cut to the skirt almost to the waist and sew on extra fabric (on the head like a V, was part of V) of size. This gives a much wider at the bottom.
